Builds the configuration from all sources in precedence order.

Remarks

A malformed source must never crash the app — the build runs from a module initializer. Per-source failures are collected in TuiJsonErrors and skipped; if the build still fails, the library's embedded defaults are used and the error is printed at shutdown.
