AssignHotKeyToView(View)
Assigns or reserves a hotkey for a single view using its explicit, derived, or title-based hotkey.

Returns
- bool
true if a hotkey is set for the view; otherwise, false. If an explicit key conflicts with a reservation, an available title-based key is assigned when possible.
Remarks
This method preserves a programmatic HotKey first, then a view-specific derived hotkey, then an available hotkey specifier in the title, and otherwise assigns the first available character.
When a programmatic hotkey differs from a specifier automatically inserted by this method, it removes that specifier to avoid displaying a hotkey that no longer activates the view.
