Gets or sets whether Key is bound via HotKeyBindings (false, default) or KeyBindings (true).

To fire the shortcut while the view is unfocused or not visible (typical for MenuItem entries under a closed PopoverMenu), set this to true.

Registration uses App. If Key is assigned before App is available, the binding is registered when the SuperView chain provides an app (see OnSuperViewChanged(ValueChangedEventArgs<View?>)) or when a MenuBarItem finishes init and re-registers application-scoped shortcuts under its menu.
